Local Law 11 (FISP) Overview

Local Law 11 of 1998—New York City’s Façade Inspection & Safety Program (FISP)—requires owners of buildings over six stories to hire a Qualified Exterior Wall Inspector (QEWI) every five years. The QEWI evaluates all exterior walls and attachments, then classifies the façade as “Safe,” “Safe with a Repair and Maintenance Program” (SWARMP), or “Unsafe.” For any SWARMP or Unsafe findings, owners must file a repair plan with the DOB and complete all required repairs by the deadlines set in that plan to eliminate falling-debris hazards, protect pedestrians, and avoid violations or civil penalties.
